But beyond that, even if the "toll" that was paid was relieved, will truckers who were stuck in traffic be compensated for their time? Seventeen hours is much longer than a full eleven hours' worth of driving. (So much for making a pick-up or delivery on-time!) Both Mike and Vicki understand being delayed by circumstances beyond their control in trucking -- and not being properly compensated.
